I have been to the wagah border closing ceremony a few times with relatives and friends but did not feel the need to get vip passes for wagah border ever because the seats at the back are higher up and give a lot better view of the whole thing including a better look at what is going on on the other side of the border. From what I am aware during my experience is that someone from the Army or BSF has to give your name for the VIP pass.
